  • Opis: The main objective of the thesis is to develop, by scientific methods, a system of rescue procedures during the elimination of incidents related to the emergency unloading of tanks carrying dangerous substances, in the context of improving the internal safety of the state. The thesis consists of six chapters. The first chapter discusses the purpose of the research paper, problems and research hypotheses. It also describes the methodology of research, taken from other scientific fields, which enables analysis in the field of safety sciences, to be carried out, thus contributing to the development of this field. In the second chapter, an assessment was made together with an analysis of the location of the State Fire Service and fire protection in the state's internal security system in a holistic perspective. The scope of tasks of the State Fire Service, including in particular Specialist Chemical and Ecological Rescue Teams, in the context of conducting actions related to emergency unloading of tanks carrying dangerous substances was characterized. Final conclusions from the analysis were used to carry out further research process included in chapter three. The analysis of preparation of the SFS officers for chemical and ecological rescue operations was carried out. Deficiencies and shortcomings of the current system of training and equipment of this specialized teams were identified, which enabled to propose solutions, to the assumed research problem. According to the author, these proposals may improve the organization of rescue operations carried out by the above mentioned teams during events related to emergency unloading of tanks. The fourth chapter contains an analysis and evaluation of the existing procedures and rules dealing with unsealing of tankers transporting dangerous substances. It highlights the advantages and disadvantages of the current legal acts and operating procedures as well as identifies uncertainties affecting the effectiveness of the entities involved in the elimination of the effects of the incidents, which has been the basis for defining proposals for procedural changes. Chapter five describes the main risks arising from the road transport of the hazardous substances, which has provided the basis for an analysis of the equipment of individual tankers transporting dangerous substances. On the basis, an assessment of the unification of tanker construction was carried out. Chapter six develops assumptions and proposals for changes to the procedures for dealing with the elimination of incidents related to the emergency unloading of tankers carrying dangerous substances in the context of improving the internal safety of the state. The summary of the thesis contains organizational and legal solutions which, in the author's opinion, could be used to optimize rescue operations carried out by the Chemical Rescue Teams during emergency unloading of tanks as an element of the internal security of the state, where fire protection is one of the significant pillars.
