    • There are always threats to safety and the risk of loss of life or health of people and property in social and individual dimensions. This is offset by collective and individual cases of drowning (more than 1.5 thousand per year). Unfortunately, in Ukrainethe safety of people in the waters is not ensured at the proper level, due to which there are threats to life or health of people and property during recreation. The effectiveness of protection of the population and infrastructure is related to the training of human resources, planning, operational and organizational capacity of rescue formations. Increasing technical capabilities allows you to better analyze, predict and prevent adverse events.In the course of the thesis,the activities related to the organization of rescue operations in the European Unionwereanalyzed. In the countries of the European Union, a number of organizations deal with the training and rescue of people on the water:–International Federation of Rescue -ILS, which brings together about 25 million. water rescuers working in the field of human safety in water areas;–ILS Federation of Europe, ILSE, which brought together organizations of 5 million rescuers, including Ukraine;–World Federation of Underwater Activities (Confederation Mondiale des Activites Subaquatiques, CMAS), which unites diving organizations whose goal is to promote and develop underwater disciplines, founded in 1958;The issue of safety of people in the waters is so important in the light of public intereststhat it was legally included in the rank of the act. According to regulations, they should be equated with rescue work, which consists in organizing and providing assistance to people who are involved in accidents or risk losing their lives or health in water areas.Emergencies or dangerous events on water bodies endanger human life and health, damage or flood watercraft, and pollute the water area. The consequences of this situation are prolonged stay of the victims in the water, blocking them in a flooded object, disappearance on and without watercraft, loss of valuables transported by water, flooding of watercraft and other objects, pollution of the water area.One of the main tasks of water rescue is to train young lifeguards and train volunteers to save on water. The main forms of organization of lifeguard training on the water are: theoretical classes (lectures), practical classes (including medical training) and independent work. In the course of studying the basics of safety and behavior on the water, young lifeguards develop theoretical knowledge, practical skills, abilities and attitudes to the work of professional lifeguards on the water.Given the risk-oriented approach to the training of volunteers of the non-governmentalorganization „Beach Patrol”on the water, it should be noted the need to implement the following principles in the preparatory course. 54In the course of the thesis the main problem as well as the special problems of the thesis were solved. The main purposeand its main points were achieved. The hypothesis was verified positively. The issues related totheestablishment, mission, activities, equipment and training within the organisation“Beach Patrol”were studied and presented.It was stated that the „Beach Patrol” was organised in accordance with ILS standards, and at the same time there were exploredthe possibilities of the organisation development on the basis of the research conducted within the study.Conclusions1.There should be organized training of specialists who areable to act reasonably, quickly and correctly in the elimination of extreme situations and their consequences associated with rescuing people on the waterareas;2.Prevention of emergenciesshould be conducted in compliance with all requirements for the safety of the rescuer;3.Common swimming lessons should be treated as the best form of prevention against drowning people in water bodies;4.In water rescue, the standards and operating procedures developed in ILS should be applied.
